Norway Dover Drainage District Annexation
The Wind Lake Management District is aware of attempts to annex all of the Town of Norway and portions of surrounding townships into the Norway Dover Drainage District. As we are able to gather information to assist you in making decisions about this effort, we will post it here.

To Date:
* The NDDD is proceeding with the development of its plans and specs. Plans will soon be submitted to DATCP. Plans must be approved by DATCP prior to any assessments or annexations by the NDDD.

* The Administrative Law Judge has approved a settlement agreement between WLMD, NDDD and Racine County on the Contested Case for the drawdown request. There will be no drawdown in 2009. And the Drainage District must submit all the plans, specs and other requirements to DNR and to DATCP prior to a 2010 drawdown. Future winter drawdowns will only be 6 inches between October 1 and March 15. Read the Judge's Ruling.
* The August 12 public hearing was cancelled by a judge who granted an injunction to stop the meeting.
* The Racine County Board approved a loan of $300,000 to the NDDD so they could comply with the State Statutes and Codes. To do that, NDDD must develop plans and specifications, conducting public hearings, and submit all of that to the State Department of Agriculture for approval.
* Affected municipalities have been meeting to try to resolve the issues and improve the functionality of the NDDD.
* On October 19th, Judge Kruel granted the WLMD request to intervene in the lawsuit with Racine County and the Towns of Norway and Dover. The lawsuit has so far resulted in the injunction which stopped the annexation and assessment. WLMD will now be able to sign off on any potential resolution.

Legal Defense Fund
The Wind Lake Management District has created a Legal Defense Fund to help the district pay for legal costs. Efforts to protect the Wind Lake water levels and our drainage rights have raised our legal costs. For more information contact WLMD at 262-514-3238 or email info@wlmd.org.
